It’s back — another glitch bill to fix a glitch bill dealing with the issue of growth management and citizen referendums.
It started in 2011 with a sweeping growth management bill that prohibited citizen referendums on development decisions. Then the Legislature passed bills in 2012 and 2013 to address concerns raised by cities but found there were new problems.
Now, another bill, HB 189, has been filed for the 2014 session.
