Carlyn Kowalsky has over 30 years of experience in a broad range of legal matters including water and environmental law, transactional, real estate, employment, government and administrative law. She has represented government clients, water and wastewater utilities, developers, golf clubs, community associations, and landowners.
Before joining the firm, Ms. Kowalsky was Deputy General Counsel for the South Florida Water Management District, which provides flood protection, water supply, water quality improvement, and ecosystem restoration for over 8 million residents in 16 South Florida counties. She also spent 11 years as in-house counsel for Florida Water Services Corporation, the state’s largest investor-owned utility, advocating for environmental cost recovery and handling a variety of environmental, corporate, and business matters.
Ms. Kowalsky is AV rated by Martindale Hubbell, the highest rating an attorney can earn from her peers. She has been a member of the Florida Bar Environmental and Land Use Law Section since 1986 and is the past president of the Florida Section of the American Water Resources Association. She is also a member of the Palm Beach County Bar Association, Therapy Dogs International, and was 2000 National Mentor of the Year for Take Stock in Children.
Ms. Kowalsky earned her Bachelor of Arts Degree from Florida State University College of Music and earned her Juris Doctor in 1985 from Florida State University College of Law.
